Placing is based on number of votes. In the case of a tie the icon with the most points wins the tie.
1st place choice gets 4 points, 2nd place 3 points, third place 2 point, fourth one.)

Very odd. I've tried it in Firefox, Chrome and Internet Explorer. I think it might be my laptop though, there was some missing in an icon post I've just looked at.
